How We Started

The Creation of Community Action Agencies (CAA)

Currently, Northwest Michigan Community Action Agency, Inc. is a private, non-profit corporation. We proudly serve the counties of Antrim, Benzie, Charlevoix, Emmet, Grand Traverse, Kalkaska, Leelanau, Missaukee, and Wexford. Our organization serves as the Community Action Agency (CAA) for Northwest Michigan. Community Action Agencies were originally established in 1964 as part of the Economic Opportunity Act. Today, CAAs still uphold their goal of uniting a wide range of federal, state, and local resources in the ongoing fight against poverty.

Our History


Previously, in April 1974, the Northwest Michigan Human Service Agency (NMHSA), now known as the Northwest Michigan Community Action Agency (NMCAA), was formed through the merger of One CAP (Missaukee, Roscommon, & Wexford) and Four CAP (Antrim, Benzie, Grand Traverse, Kalkaska, & Leelanau), along with the addition of Charlevoix and Emmet counties. Subsequently, the Michigan Economic and Social Opportunity Act of 1981 empowered NMHSA to secure funding from the Community Services Block Grant (CSBG). Today, NMCAA continues to administer these funds, driving initiatives to strengthen communities and alleviate poverty.

Without a doubt NMCAAA cares about their team. Northwest Michigan Community Action Agency offers a comprehensive benefits package to all full-time employees. Notably, medical, dental, and vision coverage become available starting the first month after your hire date. Additionally, open enrollment takes place each June. This ensures you have the opportunity to make necessary adjustments. While the medical plan operates from August 1st to July 31st, dental and vision benefits follow the calendar year. To explore the full range of benefits we provide, continue reading below.

  1. Traditional Plan with a $2000/$4000 deductible
  2. HSA Low Plan with a $1600/$3200 deductible 
  3. HSA High Plan with a $3200/$6400 deductible

A $20,000 life insurance policy is provided to each full-time employee at no cost

Colonial Life

 NMCAA’s Tax Differed Annuity Program through Vanguard

Employees accrue sick/personal time and vacation time each payroll starting at the time of hire

Employees have 80 hours of sick/personal time that are accrued each year and 80 hours of vacation time

Vacation time must be used by the end of September (the end of our fiscal year)

Sick/personal time can accrue up to 240 hours

After 5 years of employment, employees earn an additional vacation day each year up to year 10 and will then have 120 vacation hours

Classroom staff do not accrue vacation time but are paid vacation time for school break period

For those that qualify for FMLA, Parental Leave will be granted, and pay 60% of wages for 6 weeks

Additional time maybe taken up to 12 weeks

NMCAA observes the following holidays: New Year’s Eve, New Year’s Day, Martin Luther King Day, Presidents Day, Good Friday (1/2 day), Memorial Day, Juneteenth, July 4th, Labor Day, Thanksgiving, Day after Thanksgiving, Christmas Eve, and Christmas

History of Community Action Agencies (CAA)
