How We Started
The Creation of Community Action Agencies (CAA)
Currently, Northwest Michigan Community Action Agency, Inc. is a private, non-profit corporation. We proudly serve the counties of Antrim, Benzie, Charlevoix, Emmet, Grand Traverse, Kalkaska, Leelanau, Missaukee, and Wexford. Our organization serves as the Community Action Agency (CAA) for Northwest Michigan. Community Action Agencies were originally established in 1964 as part of the Economic Opportunity Act. Today, CAAs still uphold their goal of uniting a wide range of federal, state, and local resources in the ongoing fight against poverty.
Our History
Previously, in April 1974, the Northwest Michigan Human Service Agency (NMHSA), now known as the Northwest Michigan Community Action Agency (NMCAA), was formed through the merger of One CAP (Missaukee, Roscommon, & Wexford) and Four CAP (Antrim, Benzie, Grand Traverse, Kalkaska, & Leelanau), along with the inclusion of Charlevoix and Emmet counties. Subsequently, the Michigan Economic and Social Opportunity Act of 1981 empowered NMHSA to secure funding from the Community Services Block Grant (CSBG). Today, NMCAA continues to administer these funds, driving initiatives to strengthen underserved communities and alleviate poverty.
